The Hackensack Personnel Department strives to provide quality human resource services to recruit, develop, motivate and retain a diverse workforce within a safe and productive work environment.  Our goal is to maximize individual and organizational potential, to better serve the residents and patrons of the City of Hackensack.  The City employs approximately 450 full-time employees, the majority of whom are assigned to the Police, Fire, and Public Works Departments.  In conjunction with the New Jersey Department of Personnel, we attend to the processes of employee hiring, promotion, training, and discipline, as well as oversight of employee benefit administration and labor contract negotiations.  The City is self-insured for both risk and worker’s compensation insurance.

Municipal Clerk

 The City of Hackensack is seeking a full-time Registered Municipal Clerk who, under direction, acts as secretary to the Mayor and Council and Custodian of Municipal records. The ideal candidate will perform all statutory duties including but not limited to: preparing meeting agendas for the governing body, attending bi-monthly council meetings and producing minutes, receiving applications and issuing licenses and permits, administering/recording oaths of office, preparing and recording resolutions, ordinances, vouchers and other municipal forms, and preparing official reports for the purpose of public record. The Municipal Clerk oversees all election functions in conjunction with County and State regulations, including voter registration, furnishing election materials, coordinating poll locations, and maintaining election results. The RMC also receives, reviews and answers all requests for public information in accordance with the Open Public Records Act (OPRA). Applicants must possess excellent verbal and written communication skills, strong interpersonal abilities and proficiency in Microsoft Suite. Must be dependable, self-motivated, able to multitask efficiently, and maintain professionalism and confidentiality at all times. RMC license preferred. Candidate must be a NJ Notary Public within six months of hire. Bilingual language skills in Spanish/English a plus but not required. At least four (4) years of clerical experience required involving responsibility for maintaining records of business transactions and office activities requiring a knowledge of office systems/procedures, two years of which shall have been in a supervisory capacity. Salary D.O.Q. within range: $90,000 to $158,000. This is a full-time, non-contractual position which includes health benefits, PTO, and enrollment in the State Pension Plan upon permanent appointment.

Mechanic Diesel

DAYTIME SHIFT (7am – 3pm)

Must possess a NJ valid Commercial Driver’s License (CDL). Must have practical shop, computer diagnostic experience and be knowledgeable in diesel engines. Experience in repairing Police Vehicles, Light to Heavy Duty Trucks, Construction Equipment, Landscaping Equipment, & Snow Removal Equipment. Diagnoses trouble, disassembles engines, and examines parts for defects and excessive wear. Reconditions and replaces parts such as pistons, bearings, gears, valves, and bushings, and using engine lathes, boring machines, hand tools, and precision measuring instruments. Successful completion of one (1) year of training in automotive technology at an accredited community college or vocational school. Two (2) years of experience in the installation, maintenance, and repair of diesel engines. Applicants who do not possess the required year of formal training may substitute one (1) additional year of experience. Possession of a certificate as a diesel mechanic issued by the National Institute for Automotive Service Excellence may be substituted for one (1) year of formal training. Salary D.O.Q. within salary range: $40,000 to $90,000

Plumbing Inspector (P/T)

Under direction, performs plumbing inspection work to enforce relevant public health laws within the jurisdiction; does other related duties as required. Must be able to determine the cause of violations and take corrective action. Knowledge of material standards, inspection tools, and test methods. Must be able to prepare reports and maintain files and records. Will be required to learn to utilize various types of electronic/ information systems used by our office. Must possess a valid HHS building inspector’s license. Appointees will be required to possess a driver’s license valid in NJ. Salary D.O.Q. within salary range: $35/hr to $45/hr.

Code Enforcement Officer Trainee

Under supervision, performs varied types of field and office work ensuring that residents, businesses, and citizens comply with various municipal ordinances other than the State Sanitary Code, State Uniform Construction Code or any of its subcodes, or the State Uniform Fire Code; does other related duties as required. Conducts field inspections and special investigations to ensure compliance with various municipal ordinances. Initiates and enforces rules and regulations in relation to enforcement of various municipal ordinances. May issue notices of violation for failure to comply with standards. Prepares needed reports. Advanced proficiency in computer skills required. One (1) year of experience in conducting inspections or investigations to detect violations of and ensure compliance with laws, rules, and regulations preferred. Appointees will be required to possess a valid New Jersey driver’s license. Ability to read, understand, and implement provisions of the municipal rules, regulations, policies, procedures, and ordinances required. Salary D.O.Q. within salary range: $40,000-$45,000. This is a full-time, contractual position which includes health benefits, PTO, and enrollment in the State Pension Plan upon permanent appointment.

Keyboarding Clerk I (Health Department)

Under supervision, performs routine clerical work involving the processing of documents in a variety of functions to assist the Health Officer and Registrar of Vital Statistics; does other related duties as required. Receives applications, documents, forms and fees; screens, sorts and assembles this information for further processing. Maintain records and files of births, marriages, deaths, and communicable diseases in the municipality. Provides general, routine information in person and over the telephone; refers complicated or non-routine inquiries to appropriate staff. Knowledge of office routines, equipment, and practices after a period of training. Ideal candidate is detail oriented, well spoken, and has the ability to organize assignments and develop effective work methods. Ability to work effectively with associates, superior officials, and members of the public concerned with the work of the department. Candidate must have a working knowledge of Microsoft Office Suite, and be comfortable learning/using new software programs. Bilingual language skills in Spanish/English a plus. Salary D.O.Q. within range: $40,000 to $45,000. This is a full-time, contractual position which includes health benefits, PTO, and enrollment in the State Pension Plan upon permanent appointment.

Keyboarding Clerk I (Finance)

Under supervision, performs moderately complex and non-routine financial clerical work involving the processing of documents requiring skills such as typing, formatting, reproducing, and correcting reports and charts. Applicant will assist the CFO with budget and escrow account maintenance, periodic reporting, mailing of invoices and delinquent notices. Working knowledge of Edmunds preferred. May assist with training employees in the operation of software. Candidate must have a working knowledge of Microsoft Office Suite, specifically Excel. Applicant must possess (1) year of clerical experience in a finance or accounts receivable/accounts payable field. Salary D.O.Q. within salary range: $40,000 – $45,000.
