AN ORDINANCE ESTABLISHING A “GREEN TEAM”
FOR THE CITY OF HACKENSACK FOR SUSTAINABLE
JERSEY CERTIFICATION

WHEREAS, the City Council of the City of Hackensack (“City Council”) strives to save tax dollars, assure clean air and water, improve working and living environments, and build a
community that is sustainable economically, environmentally, culturally, and socially; and,

WHEREAS, the City Council wishes to build a model of government that benefits its residents with green community initiatives that are environmentally and economically sound, easy to replicate, and affordable to implement; and,

WHEREAS, Sustainable Jersey is a network of municipalities and school districts working collectively to improve the environment and promote sustainability; and,

WHEREAS, the City Council wishes to join many other local governmental entities in the state and establish a Green Team and thereafter pursue Sustainable Jersey certification.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF HACKENSACK, as follows:

Section 1:
Chapter 17A of Code of the City of Hackensack, “Environmental Commission,” is hereby renamed
“Environmental Commission and Green Team” and amended to add new Sections 17A-7 and 17A8 to read as follows:
Chapter 17A Environmental Commission and Green Team
§ 17A-7 Green Team Establishment and Responsibilities.
Effective January 1, 2023, there is hereby established in and for the City of Hackensack a
“Green Team,” which is a group of citizens dedicated to the sustainability of the
community. The Green Team shall perform the following specific duties:
A. Support the City of Hackensack’s participation in the Sustainable Jersey program.
B. Facilitate the successful completion of the requirements for achieving Sustainable
Jersey certification.
C. Educate and encourage all City employees, residents, and businesses to participate
in green initiatives.
D. Collaborate with public and private green committees, state agencies, non-profit
organizations, foundations, academic institutions, and industry to ensure the
replication of best practices and to ensure a coordinated effort towards
sustainability within the City of Hackensack and with neighboring communities.
E. Actively solicit and evaluate sustainable environmental ideas and suggestions
from the Hackensack community and recommend same to the Governing Body.
§ 17A-8 Green Team Membership.
A. The Green Team will consist of no less than five (5) nor more than eleven (11)
regular voting members, to be appointed by the City Council.
B. Membership on the Green Team shall be persons who reside, are full-time students
or are employed in the City of Hackensack. Members of the Green Team may also
serve on other municipal boards or committees without limitation.
C. Appointments to the Green Team shall run for one (1) year from the date of City
Council appointment.
D. The City Council may appoint non-voting associate members to the Green Team
to serve terms of one (1) year, who are not required to reside, study or work in the
City of Hackensack.
E. Green Team members shall serve on a voluntary basis and without compensation.

Section 2:
Repeal of Inconsistent Provisions. All ordinances or parts thereof in conflict or inconsistent with
this Ordinance are hereby repealed, but only however, to the extent of such conflict or inconsistency, it being the legislative intent that all ordinances or part of ordinances now existing
or in effect unless the same being conflict or inconsistent with any provision of this Ordinance
shall remain in effect.

Section 3:
Severability. The provisions of this Ordinance are declared to be severable and if any section,
subsection, sentence, clause or phrase thereof for any reason is held to be invalid or unconstitutional by a court of competent jurisdiction, such decision shall not affect the validity of
the remaining sections, subsections, sentences, clauses and phrases of this Ordinance, but shall
remain in effect; it being the legislative intent this Ordinance shall stand notwithstanding the
invalidity of any part.

Section 4:
Codification. This Ordinance shall be a part of the Code of the City of Hackensack as though
codified and fully set forth therein. The City Clerk shall have this ordinance codified and incorporated in the official copies of the Code. The City Clerk and the City Attorney are authorized
and directed to change any Chapter, Article and/or Section number of the Code of the City of
Hackensack in the event that the codification of this Ordinance reveals that there is a conflict
between the numbers and the existing Code, and in order to avoid confusion and possible
accidental repealers of existing provisions not intended to be repealed.

Section 5:
This Ordinance shall take effect upon passage, adoption, and publication in the manner prescribed
by law.
