The Hackensack Police Department announces the arrest of 38-year-old RAMARR PANNELL-BISHOP (DOB: 1/15/1988, unemployed) of Hackensack, NJ, for several drug charges as the result of an investigation the Crime Suppression Bureau conducted that was initiated by the complaints of a concerned citizen to Crime Stoppers.
On Monday, August 3, 2026, members of the Crime Suppression Bureau, with the assistance of the Hackensack Police Emergency Services Unit, executed a Bergen County Superior Court authorized search warrant at PANNELL-BISHOP’s Second Street apartment, which is located across the street from Carver Park and is near Public Housing. The search warrant yielded a digital scale, drug paraphernalia for the distribution of narcotics, oxycodone, ecstasy, Xanax, Promethazine, Adderall, and marijuana packaged for street-level sales. Additionally, four caged dogs were found, with no food or water, and Bergen County Animal Control took custody of them.
RAMARR PANNELL-BISHOP was charged with two counts of 2C:35-10.5a(3)/Distribution of Prescription Legend Drugs (2nd and 3rd degree), two counts of 2C:35-7.1A/Distribution of Narcotics within 500 Feet of a Public Housing Facility (3rd degree), two counts of 2C:35-7/Distribution of Narcotics Near a School Zone (3rd degree), three counts of 2C:35-5b(13)/Distribution of Scheduled Narcotics (3rd degree), 2C:35-5B(11)(B)/Distribution of Marijuana (3rd degree), 2C:36-3/Distribution of Drug Paraphernalia (4th degree), 2C:20-7a/Receiving Stolen Property for Prescription Medications in Other’s Names (3rd degree), and one count each of 4:22-17a(4) and 4:22-17c(2)/Animal Cruelty.
RAMARR PANNELL-BISHOP was served with the Complaint Warrants at Bergen County Correctional and Rehabilitation Center, where he was housed for an unrelated arrest and pending his initial appearance at Central Judicial Processing Court in Hackensack, NJ. These charges are merely an accusation and PANNELL-BISHOP is presumed innocent unless, and until, proven guilty beyond a reasonable doubt.
