3/7/2014 - Notice to Bidders: EOC Renovations, 205 State St.

PLEASE TAKE NOTICE that sealed bids will be received by the City of Hackensack for the furnishing of the hereinafter described labor, material and equipment for the City of Hackensack EOC RENOVATIONS & ALTERATIONS at 205 State Street, Hackensack, New Jersey in the Council Chambers, 65 Central Avenue, 3rd floor, Hackensack, New Jersey where they will be opened and read aloud on March 27th, 2014 at 10:00 a.m. prevailing time.

Bidding documents may be examined and procured at the office of the City Clerk on or after March 11, 2014 at 65 Central Avenue, 3rd floor, Hackensack, New Jersey 07601 between the hours of 9:00am and 4:00pm daily, except Saturday, Sundays and Holidays for the purpose of bidding. A non-refundable payment in cash or check made payable to the order of “The City of Hackensack” in the sum of $150.00 is required; specification will not be mailed and must be obtained in person at the City Clerk’s Office.

A Pre-bid conference will be held at the site (205 State Street, Hackensack, New Jersey) on March 14th, 2014 at 10:00 a.m.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 et seq. 

In addition, all bidders shall provide a statement which shall set forth the names and addresses of all stockholders in the corporation or partnership who own 10% or greater interest therein. This information is required pursuant to Chapter 33, Public Law 1977, and cannot be waived or cured after the receipt of bids. Failure to comply will result in the REJECTION of the bid. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor.
No bid will be accepted that does not conform to the specifications. Bids must be made on standard proposal forms provided with the documents and in the manner designated by the specifications; must be enclosed in a sealed envelope bearing the name and address of the bidder, the contact, date and time of bid indicated on the outside thereof; and addressed and delivered to the Office of the City Clerk, City of Hackensack, 65 Central Avenue, Hackensack, New Jersey 07601 no later than 10:00am on March 27th, 2014.

The City of Hackensack reserves the right to waive technical deficiencies and to reject any and all bids if such rejection shall be found to be in the best interest of the City, and to waive non-material informalities in any bid in such a manner as shall be deemed, in the judgment of the City of Hackensack, to be in the best interest of the City, all in conformity with the law.

Bidding shall be in conformance with the applicable requirements of N.J.S.A. 4011-16, as applied to single overall building contracts.

A bid guaranty shall accompany the bid proposal and shall be given in the amount of 10% of the base bid, but not in excess of $20,000 unless otherwise required by law or regulation of the United States, and may be given at the option of the bidder by certified check, cashier’s check or a bid bond. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a contract awarded to the bidder, the contract shall be duly executed and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100% percent of the accepted bid amount as security for the faithful performance and payment of the contract. Further, the successful bidder must furnish the policies or certificates of insurance required by the contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey.

Bids may be held by the City of Hackensack for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding of the contract, unless said period is extended by mutual consent.
