NOTICE TO PROPOSERS
REQUEST FOR PROPOSALS FOR A SOLAR CONCESSION AND POWER PURCHASE
AGREEMENT FOR MULTIPLE SOLAR PHOTOVOLTAIC SYSTEMS AT VARIOUS CITY
OF HACKENSACK SITES

The CITY OF HACKENSACK is soliciting proposals to perform or furnish the following services: a solar concession and power purchase agreement for four (4) City of Hackensack sites: three (3) rooftop sites and one (1) parking garage canopy site, totaling approximately 471 kW.

Proposers may choose to submit Proposals on any single facility or combination of facilities. The services are more fully described in the proposal packets available for pickup on Feb. 15th 2012 from the City Clerk’s Office, 65 Central Avenue, 3rd Floor, Hackensack, NJ, 07602 and which are available weekdays between the hours of 9:00 a.m. to 4:00 p.m., telephone number (201) 646-3940.

In order to offset the City’s costs of making the proposal packets available, prospective proposers will be required to pay a fee of $50.00 for each proposal packet requested. Checks shall be made payable to: Treasurer, CITY OF HACKENSACK, New Jersey.

Proposals must be submitted in the form provided in the proposal packet. City of Hackensack WILL NOT mail proposal specifications.

A pre-proposal meeting will be held at 65 Central Avenue, Hackensack, NJ 07602 on February 22, 2012 at 10:00 a.m. While attendance at the pre-proposal meeting is not mandatory, it is highly encouraged. Proposers should be prepared to inspect the roof surfaces and building structures of the Designated Facilities for which they plan to submit Proposals prior to submitting a Proposal.

Sealed responses to these requests must be received by the City Clerk no later than 10:00 a.m. on March 14, 2012. The proposal for a Solar Concession and Power Purchase Agreement for Multiple Solar Photovoltaic Systems at Various City of Hackensack Sites opening will take place at the City Clerk’s Office on March the Fourteenth 2012 at 10 a.m.

The Director of Purchasing will publicly open and read the name and proposed fee for all of the Proposals received. Prior to 10:00 a.m. on the morning of March 14, 2012, proposals must be delivered to the CITY OF HACKENSACK, City Clerk’s Office, 65 Central Avenue, Hackensack, NJ 07602, to the attention of Debra Heck, City Clerk. Proposals that are not received by 10:00 a.m. at the City Clerk’s Office at 65 Central Avenue 3rd Floor will be rejected.

The envelope containing a proposal shall be plainly marked on the outside of the sealed envelope to show the services for which the proposal is submitted, i.e. (Name of Proposal) as listed above.

These proposals are being solicited through the competitive contracting procurement process in accordance with N.J.S.A. 40A:11-4.1 et seq., which is a fair and open process as referred to in N.J.S.A. 19:44A-20.4 et seq. All contracts will be awarded by the City at a public meeting(s), pursuant to a fair and open process and in accordance with the criteria set forth in this Request for Proposals and in accordance with applicable laws. Persons awarded a contract under these procedures are required to comply with the requirements of the Equal Employment Opportunity Laws and Regulations, Americans With Disabilities Act of 1990, P.L. 2004, C19. “The New Jersey Local Unit Pay-to-Play” Law (N.J.S.A. 19:44-A-20.4 et seq.) and New Jersey Campaign Contributions and Expenditure Reporting Act (N.J.S.A. 19:44A-1 et seq.); and the Prevailing Wage Act, (N.J.S.A. 34:11-56.25 et seq.).
