Notice to Bidders

 

Sealed bids for the furnishing and delivery to the City of Hackensack, a proposal to contract ­ for TWO (2) FOUR (4) YARD RUBBER WHEEL FRONT END LOADERS TO PLOW SNOW FROM PARKING LOTS AND CITY STREETS LOCATED IN THE CITY OF HACKENSACK, NEW JERSEY, AS DESIGNATED BY THE DEPARTMENT OF PUBLIC WORKS AND RENTAL OF EQUIPMENT FOR SNOW PLOWING AND SNOW REMOVAL WITH THE CITY OF HACKENSACK FOR THE PERIOD OF JANUARY 1, 2011 THRU DECEMBER 31, 2013, will be received at the City Clerk’s office at Hackensack City Hall, 65 Central Avenue, Hackensack, New Jersey, 07601, until 10:00AM prevailing time on Tuesday September 28th, 2010, which time and place bids will be publicly opened and read aloud.

 

Specifications for the above may be obtained at the Office of the City Clerk, 65 Central Avenue, Hackensack, New Jersey between the hours of 9:00AM and 4:00 PM, daily, except Saturday, Sunday and Holidays. The City of Hackensack WILL NOT mail bid specifications. All specifications shall be obtained in person.

 

Proposals shall be in a sealed envelope and the envelope shall have written on it, plainly, the contract to which it refers.

Bidders are required to comply with requirements of P.L. 1975, c 127. Copy of Contractors registration Certificate or a copy of application of such Certificate must be presented with submitted bid, if not, bid will be rejected.

 

Bidder must have a Business Registration Certificate or bid will be rejected.

 

Bidder must include in bid package: 1) Certificate of Employee Information Report, 2) Letter of Federal Approval, or 3) Complete Form AA 302.

The City of Hackensack requires Public Works contractors and subcontractors to comply with recent legislation, PL 1999, C238 “The Public Works Contactor Registration Act”, by submitting their Certificate  (or their application f said Certificate, if a Certificate has not yet been issued), the City of Hackensack requires a copy of the contractor’s application for certificate.

 

The City of Hackensack reserves the right to reject any and all bids, and to accept the one that is in its judgment, will be in the best interest of the City of Hackensack.

 

A bid security in the form of a bid bond, certified check or cashier’s check in the sum of 10 percent (10%) of the total price bid, or $ 20,000.00, which ever is the lesser, is required of all bidders. Such bid guarantee shall be refunded to all but the three apart lowest responsible bidders and will be returned, unless otherwise requested by the bidder, within 10 days after the opening of the bids. Within 3 days after the awarding and signing of the contract and the approval of the contractor’s performance and payment bond, the bid security of the remaining unsuccessful bidders will be returned.

The City of Hackensack invites the submission of sealed bids for:

SOLID WASTE TIPPING / DISPOSAL SERVICE

Sealed bids shall be clearly marked on the outside envelope, “BID: Solid Waste Tipping / Disposal Service” and are to be received by Wednesday, September 29, 2010 at 10:00 a.m. at the City of Hackensack, Office of the City Clerk, 3rd Floor, 65 Central Avenue, Hackensack, NJ  07061.  The Purchasing Agent or designee will publicly open and read the bids at the Council Chambers, 3rd Floor, 65 Central Avenue, Hackensack, NJ  07601 on Wednesday, September 29, 2010 at 10:00 a.m.

The Bid opening scheduled for Wednesday, September 15, 2010, for the Solid Waste Tipping / Disposal Service Contract, has been cancelled and is being re-bid, as shown above.

ADVERTISEMENT FOR BIDS

ADA UPGRADES AT 102 STATE STREET

           

PLEASE TAKE NOTICE that sealed bids will be received by the City of Hackensack for the furnishing of the hereinafter described labor, material and equipment for the ADA Upgrades at 102 State Street , Hackensack, New Jersey and opened and read in public in the Office of the City Clerk, 65 Central Avenue, Hackensack, New Jersey on October 14, 2010 at 10:00 a.m. prevailing time.  

 

Bidding Documents may be examined and procured at the office of the City Clerk on or after September 20, 2010, at 65 Central Avenue, Hackensack, New Jersey for the purpose of bidding.  A non-refundable payment in cash or check to the order of The City of Hackensack in the sum of $125.00 is required. 

 

A Pre-bid conference will be held at the site (102 State Street, Hackensack, New Jersey) on September 23, 2010 at 10:00 a.m.

Bidders are required to comply with the requirements of P.L 1975, c. 127 (affirmative action).

 

In addition, all bidders shall provide a statement which shall set forth the names and addresses of all stockholders in the corporation or partnership who own 10% or greater interest therein.  This information is required pursuant to Chapter 33, Public Law 1977, and cannot be waived or cured after the receipt of bids.  Failure to comply will result in the REJECTION of the bid.

 

No bid will be accepted that does not conform to the specifications.  Bids must be made on standard proposal forms provided with the documents and in the manner designated by the specifications; must be enclosed in sealed envelopes bearing the name and address of the bidder, the contract being bid indicated on the outside thereof; and addressed and delivered to the Office of the City Clerk, City of Hackensack, 65 Central Avenue, Hackensack, NJ 07601.

 

The City of Hackensack reserves the right to waive technical deficiencies and to reject any and all bids if such rejection shall be found to be in the best interest of the City, and to waive non-material informalities in any bid in such a manner as shall be deemed, in the judgment of the City of Hackensack, to be in the best interest of the City, all in conformity with the law.

 

Bidding shall be in conformance with the applicable requirements of N.J.S.A. 4011-16, as applied to single overall building contracts.

 

A bid guaranty shall accompany the bid proposal and shall be given in the amount of 10% of the base bid, but not in excess of $20,000 unless otherwise required by law or regulation of the United States, and may be given at the option of the bidder by cash, certified check, cashier’s check or a bid bond from a reputable insurance company authorized to do business in New Jersey.

 

Bids may be held by the City of Hackensack for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding of the contract, unless said period is extended by mutual consent.

CDBG RECOVERY – VARIOUS ROADS

The work to be performed under this contract includes the following:

Milling and resurfacing of various streets throughout the City of Hackensack including  installation of detectable warning surface, curb, sidewalk, Inlet, Type B, and other incidentals.

Principal items of work in the project include:

·           9,790 S.Y.      HMA Milling, 3" or Less

·              260 TON     Hot Mix Asphalt 12.5M64 Surface Course

·           1,190 TON     Hot Mix Asphalt 9.5M64 Surface Course

·                   9 Unit     Inlet, Type B

The work contemplated under this Contract shall be completed by November 19, 2010.

Copies of plans, specification, and contract documents will be on file for public inspection and may be obtained upon payment of $125.00, said sum not refundable, at Hackensack City Clerk’s Office, 65 Central Avenue, Hackensack, New Jersey  07601, between the hours of 9:00 a.m. and 4:00 p.m. prevailing time, Monday through Friday, excluding legal holidays.

Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00.  Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured.  The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract.  Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract.  In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages.  Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey.

All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents.

“Section 1605 of the Recovery Act requires that all iron, steel and manufactured goods used in construction, alterations, repair or maintenance of a public building or public work project assisted with funds under the Recovery Act must be produced in the United States”.

Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds.

The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor and Federal Department of Labor (Davis-Bacon Act).

All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days.

The work to be performed under this contract includes the following: 

 

Tide Gate - Clean and repair existing tide gate.

Field #1 - Regrade and install additional drainage.  Repair and reset existing fence, bases, and site amenities.

Field #5  - Regrade and install underdrains.  Repair and reset existing fence, bases, and     site amenities.

Fields #9 & 10  - Remove existing fields.  Regrade field and install new fence, backstops, player benches, bases, and ballstopper netting.  Reset existing site amenities.

 

Principal items of work in the project include:

 

·           4,725 C.Y.      I-14 Soil Aggregate

·           4,700 S.Y.      Infield Clay Mix

·           47,500 S.Y.    Topsoiling, 4” Thick

 

The work contemplated under this Contract shall be completed by April 22, 2011.
