City officials are announcing the City of Hackensack is launching a COVID19 Low-To-Middle Renter’s Assistance program. This program will help ensure residents at risk of housing instability or other financial distress due to negative COVID-19 impacts receive a lifeline to bridge income gaps incurred since March 2020. The program will be funded with federal stimulus funds the City received as part of the American Rescue Plan, as the Mayor and Council chose to utilize these funds to help Hackensack residents still struggling financially from the impacts of the pandemic.

"While this money was earmarked to help cities across the country recover lost income due to the pandemic, the City Council and I have decided to take a portion of that money and give it directly to Hackensack families in need,” said Hackensack Mayor John Labrosse. "We are thrilled to be working with our partners at Greater Bergen Community Action for the implementation of this program and encourage all eligible participants to apply."

Greater Bergen Community Action Inc. will administer the program. The $500,000 program will grant $250,000 in 2021 and $250,000 in 2022 and award eligible residents a one-time stimulus payment of $1,000. Direct payments of $1,000 will be made to tenants by the City of Hackensack upon successful approval of their application. Residents may apply at http://hackensack.org/rentersgrant. Applications will be reviewed on a rolling basis and approved based upon need. "Greater Bergen Community Action is looking forward to working with the City to get this program off the ground,” said President/CEO of Greater Bergen Community Action, Inc. Bob Halsch. “We've found that many people either missed the chance to participate in other federal, state, or county rental relief programs or do not fit eligibility requirements. This program will help ensure that families still struggling from the pandemic are assisted with a one-time stimulus benefit of $1,000 to help pay rent, future rent, utilities, or necessary household necessities during these difficult times.  The program will aid tenants specifically who have been adversely affected with job loss or income decline due to the pandemic.

Eligibility requirements include:

  • Eligible applicants are those whose household incomes are at or below 120% AMI. 
  • Applicants must either qualify for unemployment or have had a reduction in household income due to the pandemic. 
  • Assistance is prioritized for renter households with incomes that do not exceed 80% of AMI, as well as renters who are currently unemployed and have been unemployed for 90 days or more. 
  • Applicants who received rental assistance through the State’s Covid 19 Emergency Rental Assistance Program (CV-ERAP), or the Bergen County Emergency Rental Assistance Program are ineligible. 
  • Applicants eligible for the Bergen County Emergency Rental Assistance Program will be directed to apply for that program in lieu of the City of Hackensack assistance program.
