NOTICE TO BIDDERS
City of Hackensack


Sealed Bids will be received by the City of Hackensack, City Clerk’s Office, 65 Central Avenue, 3rd Floor, Hackensack, New Jersey, 07601, Wednesday, July 19, 2017 at 10:20 A.M. prevailing time, then publicly opened and read aloud for: 

EMERGENCY STORM AND SANITARY SEWER REPAIRS WITHIN THE CITY OF HACKENSACK

Specifications for the above may be obtained at the Office of the City Clerk, 65 Central Avenue, 3rd Floor, Hackensack, New Jersey between the hours of 9:00 A.M. and 4:00 P.M., prevailing time, Monday through Friday, excluding legal Holidays. The City of Hackensack WILL NOT mail Bid Specifications. All Specifications shall be obtained in person.

Triplicate copies of Bids shall be placed in a sealed envelope and the envelope shall be clearly marked:
(1 stamped "ORIGINAL" & 2 stamped "COPY")

"EMERGENCY STORM AND SANITARY SEWER REPAIRS WITHIN THE CITY OF HACKENSACK"

Bidders are required to comply with requirements of P.L. 1975, c 127. Copy of Contractors Registration Certificate or a copy of application of such Certificate must be presented with submitted Bid, if not, Bid will be rejected.

Bidder must include in Bid package:
1) Certificate of Employee Information Report
2) Letter of Federal Approval, or
3) Complete Form AA 302

The City of Hackensack requires Public Works Contractors and Subcontractors to comply with recent legislation, PL 1999, C238 "The Public Works Contactor Registration Act", by submitting their Certificate (or their application of said Certificate, if a Certificate has not yet been issued), the City of Hackensack requires a copy of the Contractor’s application for certificate.

The City of Hackensack reserves the right to reject any and all Bids, and to accept the one that is in its judgment, will be in the best interest of the City of Hackensack.

Bidder shall submit Bid with a Consent of Surety and a Certified Check, Cashier’s Check, or Bid Bond, in the amount of not less than ten (10%) percent of the amount Bid, not to exceed $20,000.00 made payable to the City of Hackensack. Such Bid guarantee shall be refunded to all but bottom three apparent lowest responsible Bidders and will be returned, unless otherwise requested by the Bidder, within 10 days after the opening of the Bids. Within 3 days after the awarding and signing of the contract and the approval of the Contractor’s Performance and Payment Bond, the Bid Security of the remaining unsuccessful Bidders will be returned.

BID NOTICE


Notice is hereby given that Sealed Bids will be received by the City of Hackensack, City Clerk’s Office, Bergen County, New Jersey, for Intersection & Roadway Improvements Prospect Ave. – Beech St. Intersection at the Council Chambers, 65 Central Avenue, 3rd Floor, Hackensack, New Jersey, 07601, on Tuesday, July 25th, 2017 at 10:00 AM Local Prevailing Time.

Specifications and forms of Bids, contract, and bond for proposed work, prepared by Michael J. Neglia, Project Engineer, will be on file at Hackensack City Clerk’s Office, 65 Central Avenue, 3rd Floor, Hackensack, New Jersey, on Wednesday, July 5th, 2017 and may be examined at no expense by Prospective Bidders during business hours of 9:00 A.M. to 4:00 P.M., prevailing time, Monday through Friday, excluding legal Holidays.

The City of Hackensack WILL NOT mail Bid Specifications. All Specifications shall be obtained in person. Bidders, upon request, will be furnished with a copy of the Specifications by the Engineer upon proper notice and a non-refundable payment cost of $100.00 to cover the cost of reproduction. (Checks made payable to: City of Hackensack.) Bids must be made on Standard Proposal Forms in the manner designated herein and required by the Specifications, must be enclosed in sealed envelopes, along with three (3) copies, bearing the name and address of Bidder and name of project on the outside addressed to the City Clerk, City of Hackensack, Bergen County, New Jersey, and must be accompanied by a Non-Collusion Affidavit and a Certified Check or Bid Bond for not less than ten (10%) percent of the amount Bid, provided said check need not be more than $ 20,000.00, nor shall not be less than $ 500.00, and a Consent of Surety from a Surety Company authorized to transact business in the State of New Jersey in a sum equal to one hundred (100%) percent of the amount Bid, and be delivered at the place on or before the hour named above.

The Standard Proposal Form and the Non-Collusion Affidavit are attached to the Specifications, copies of which will be furnished on application to the Engineer.

In accordance with NJSA 40A:11-23.2, all contracts entered into with the City of Hackensack on or after September 1, 2004, the Contractor must be registered with the New Jersey Department of the Treasury, Division of Revenue and provide a Business Certificate with the Bid. The Contractor shall provide written notice to its Subcontractors and supplier of the responsibility to submit proof of Business Registration to the Contractor. The requirement of proof of Business Registration extends down through all levels (tiers) of the project. Before final payment on the contract is made by the Contracting Agency, the Contractor shall submit an accurate list and proof of Business Registration of each Subcontractor or supplier used in the fulfillment of the contract, or shall attest that no Subcontractors were used.

The Contractor will comply with all rules and regulations and orders promulgated by the State Treasurer pursuant to NJSA 10:5-31 et. seq. and NJAC 17:27, and with all provisions of the Local Public Contracts Law, NJSA 40A:11-1 et. seq. and all rules and regulations promulgated thereunder, the provisions of which are incorporated herein by reference.
